On award: certify the pay scale for every craft, under oath, to the Commissioner of Labor and Industry (wages + itemized fringes + third-party funds) — subsection I.
Before hiring subs: verify each subcontractor is registered in eVA — subsection K.
On site: post the prevailing wage rate for each craft, and certify compliance to the Commissioner within 10 days of posting — subsection L.
Ongoing: keep wage/hour records and a daily classification schedule; retain 6 years; produce certified copies within 10 days of a request — subsection J.
Penalties: back wages + 8% interest, disqualification from public bids until restitution; willful violation is a Class 1 misdemeanor — subsection F.
